Pranab Mukherjee Denies Escalation on Part of India


NEW DELHI: External Affairs Minister of India Pranab Mukherjee said Tuesday that there had been no escalation of tensions on the part of India and that its military movements were routine winter exercises.

Pakistan Foreign Minister Shah Mehmood Qureshi has said in a statement that India had deployed ground forces to forward positions and activated forward airbases.

Mukherjee denied the claim and said that there had been no such action on the part of India to escalate tension.

The military movements of the Indian army were a “normal winter exercise”, the minister told the state news agency.

US Senator John McCain has voiced his deep concern over tense South Asian situation, saying India was preparing for some kind of attack on Pakistan in the wake of last month’s Mumbai attacks.
The former Republican presidential candidate’s statement preceded a relative de-escalation in the tension as both Islamabad and New Delhi stressed avoidance of war and talked peace over the weekend.

“The Indians are on the verge of some kind of attack on Pakistan,” such as an air attack on suspected militant camps, he told a daily newspaper in his home state Arizona published Monday. Pakistan Tuesday saw some positive signs over the last two days in Indian leaders’ statements but recommended New Delhi de-activate its forward air bases and move its ground troops back to peacetime locations to resume friendly atmosphere.

“I think it’s a very dicey situation,” McCain told The Daily Courier, noting how both countries have nuclear weapons. “We’re going to be in for a very difficult time there,” added McCain, who earlier this month visited both New Delhi and Islamabad as part of US efforts to avert any standoff between them. The world capitals including Washington and Beijing have been making diplomatic efforts to urge Pakistan and India to ease the situation. McCain’s remarks corroborated Islamabad’s position last week on New Delhi readying its forces as the Pakistani officials said India had resorted to some “potentially dangerous” moves.
Meanwhile, leaders on both sides have called for peace with Pakistan emphasizing cooperative efforts against violent extremism.

:Tens of thousands of people massed on Friday at the tomb of martyred former premier Benazir Bhutto, one day before ceremonies to mark the first anniversary of her assassination, a party official said.

More than 35,000 people had already arrived in the rural southern town of Garhi Khuda Bakhsh ahead of Saturday’s ceremonies at the Bhutto family mausoleum there, Pakistan People’s Party (PPP) spokesman Ijaz Durrani told AFP.

People were travelling by train, bus, car, bicycle and even on foot to reach the site, he said. Hundreds of thousands were expected to arrive by Saturday.

Benazir Bhutto, 54, was martyred on December 27, 2007 in a gun and suicide attack at an election rally in the garrison city of Rawalpindi, just two months after returning to Pakistan from exile.

President Asif Ali Zardari, Benazir’s widower, and her son Bilawal Bhutto Zardari, who Co-Chairs the PPP with his father, were expected to lead the procession of mourners on Saturday.

About 8,000 police, paramilitary rangers, party workers and volunteers have fanned out across the town to protect Zardari, his son, Prime Minister Yousuf Raza Gilani and other dignitaries expected to attend, the PPP spokesman said.

The town was full of people carrying portraits of Bhutto, and vendors were doing a brisk business in Bhutto memorabilia, selling posters and CD recordings of her speeches.

Zardari has ordered local officials to arrange for meals for the mourners, Durrani said.

The government has declared Saturday a national holiday in honour of the charismatic Benazir Bhutto, the first woman to lead a Muslim nation.

Her killing shocked the world, and threw the country into chaos, sparking violence and leading to months of political turmoil that ended in September when Zardari claimed the presidency.

The home minister of southern Sindh province, Zulfiqar Mirza, has warned of the possibility of violence linked to the Benzair Bhutto commemorations, but provincial spokesman Waqar Mehdi said authorities had taken appropriate steps.

A special security wall has been erected around the mausoleum as part of a raft of precautions taken to safeguard Zardari.

PBA to formulate code of conduct

KARACHI: The Pakistan Broadcasters Association (PBA) will formulate its code of conduct and self-regulate it among its stakeholders. This was decided at a meeting of PBA office bearers with Federal Information Minister, Sherry Rehman, here on Thursday.

The meeting, held at the office of Pakistan Electronic Media Regulatory Authority (PEMRA-Sindh Region) and was attended, besides PBA office bearers, by Federal Information Secretary, Ashfaq Ahmed Gondal, and Chairman PEMRA Mushtaq Malik.

Talking to reporters, the Information Minister said in every democratic country there is a code of conduct and she would like those friends in media should also come up with such an arrangement.

She said that media’s approach in this regard has been very positive and PBA has agreed to come up with a code of conduct for itself. Sherry Rehman praised the responsible role being played by the media.

She said in today’s meeting the PBA representatives said, “We are a mature industry and would come up with our own code of conduct as we are a stakeholder in the democratic process”.

President Urges interfaith Dialogue; vows to Protect Minorities’ rights

ISLAMABAD: President Asif Ali Zardari has emphasized the need for interfaith dialogue and harmony among people belonging to different religion and said the government would protect the rights of minorities in the country.

In his message to the Christian community all over the world and particularly in Pakistan, President Zardari said the need for dialogue and understanding was never been as much before.

He felicitated the Christians in Pakistan and said it was the time for festivity, celebration and rejoicing.

President Zardari reiterated the government’s commitment to continue fighting for the rights of all minorities including Christians and deprived people in the country for establishing a liberal and pluralistic society.

“Let me also reiterate on this occasion the pledge made by the government that it will continue to uphold the right of the Christians, indeed of all minorities, to be treated as equal citizens of the state and allowed to partake in its development on an equal footing,” President Zardari said.

He said such efforts would create a society where every citizen is allowed to participate freely in the social, political and economic development irrespective of his cast, creed and colour.

New Delhi: All efforts by Pakistan to haul up India for the car bomb blast in Lahore proved to be futile, as a pro-Taliban local group on Friday claimed responsibility of the December 24 explosion that killed one and injured four.

A terrorist group named Ansar Wa Mohajir has claimed the responsibility of the Lahore blast, dashing Pakistan’s hopes to malign India in the international community by retorting that India is resorting to tit-for-tat violence.

A man identifying himself as Toofan Wazir, the commander and spokesman of the group, phoned a daily from somewhere in North Waziristan to claim responsibility of the Lahore blast and earlier rocket attacks on Dera Ismail Khan city.

Wazir also threatened more attacks against security forces and government installations to avenge two recent US missile strikes in North Waziristan in which several militants from Punjab province were killed.

Meanwhile, Wazir claimed his men were “Ansar” (fighters) who hosted “Mohajir” or refugees from different countries and people from places in Pakistan who came to find refuge in Waziristan. He said the group is committed to protect foreigners, who are guests of the local tribesmen.

However, there was a discrepancy in Wazir’s account of the attack in Lahore. He claimed it was a suicide bombing targeting a government installation. Police have said the blast was caused by explosives hidden in a truck.

The report said it appeared “obvious that he (Wazir) and his men are pro-Taliban and part of the Pakistani Taliban”.

The revelation made by a reputed Pakistani media organisation is very important as intelligence agencies there had claimed to have arrested “an Indian secret agent” and three others for their involvement in the blast in the eastern Pakistani city.

The Indian man arrested was even identified as Satish Anand Sharma, a resident of Kolkata, the reports had claimed, adding he had supposedly served in the Indian High Commission in London for more than three years. A camera and a pistol were reportedly found in their possession.

However, official of the Indian High Commission on Thursday refuted the reports, saying “We have not been informed in any manner by the Pakistani authorities about the arrest of any Indian citizen in Lahore. All we have seen are the media reports in this regard.”

In fact, the reports also claimed that Sharma has already confessed his hand in the blast and revealed details about his other three associates, who are hiding somewhere in Pakistan.

The Pakistan intelligence officials had claimed that Sharma was currently living in Pakistan in disguise of Muneer.

The tensions between New Delhi and Islamabad mounted in the aftermath of the Mumbai terror attacks, for which the Pakistan-based elements were blamed.

MUMBAI: Bollywood actor Saif Ali Khan was admitted to Leelavati Hospital here Thursday after he complained of abdominal pain.

Hospital spokesperson Mohan Rajan said 38-year-old Saif was undergoing treatment but refused to reveal more details.

Saif had spent a week in a Mumbai hospital last year after complaining of chest pain.

The actor had undergone an emergency appendectomy surgery after complaining of abdomen pain during a shoot in Kuala Lumpur in early 2006.

: Pakistan’s Punjab province Chief minister Shahbaz Sharif has said his country was a nuclear power, which is deterring India from attacking it.

He said that if Pakistan was not a nuclear power then India would have attacked it, adding that the defence of the country is undefeated and no one can look with evil intentions.

Shahbaz Sharif said that India is directly involved in the Balochistan events.

Addressing at a Christmas ceremony in Lahore, the Chief Minister said that Pakistan is an atomic power and the services of Zulfikar Ali Bhutto and Nawaz Sharif in making Pakistan a nuclear power are commendable.

He said that the whole world has tried to let down Pakistan alone in the Mumbai terror attacks.

Blast Peshawar destroys five shops

Major Pakistan Military Build-Up at Border

Intelligence reports say Pakistan has increased troop deployment along the Line of Control (LoC) in Poonch in Jammu and Kashmir. At least in three areas — Mirpur, Kotli and Tetrinote — the Pakistani army has moved in. And in response India heightens vigil.

The Pakistan army’s strike — the Mangla core has also been activated. Even troops from the Special Security Guard (SSG) have been deployed.

Pak build-up on Rajasthan border

Moreover, the Pakistan Air Force is also undertaking forward deployments of its warplanes. Pakistan has three squadrons of F16 and four squadrons of Mirage 3 fighters. Many of these have now been deployed on forward positions.

Pakistan has put some of its airfields near the international border on alert. These are airfields at Rafiki, Kamran and Lahore.

This forward deployment is being seen as a move by the Pakistani government to reassure its people that Pakistan will defend itself if it’s attacked.

India responds to Pak military build-up

Even India’s BSF claims that there is a lot of activity on the other side of the border and that the BSF is ready for any eventuality. They also claim that Pakistani Rangers have been replaced by the Pakistani army.

DG of BSF ML Kumawat said there was no need for panic and that Inflitration has been continuing even after the Mumbai attacks and reassured that India is fully prepared for dealing with the situation.

And Western Command’s AOC Air Vice Marshal PK Borbora has said that war will be the last option but when the need arises India is prepared for any eventuality.

Tension with Pakistan seems to be building up at the borders in Rajasthan. Pakistan’s build up at the border forced the government of Rajasthan to issue an advisory which asked border villages to be ready to relocate in the event of an attack.

The Director General of Border Security Force and the home secretary of Rajasthan were given these orders after a high level meeting in the Delhi which discussed the mounting tension with Pakistan.

The advisory came after the Additional Director General of BSF claimed on December 24 that there is a lot of unusual activity on the other side of the Rajasthan border and that Pakistani Rangers have now been replaced by the Pakistani army.

UK Bansal, ADG, BSF, Western Zone, speaking on the development said, “Till now the alert has not come for the border area people to get themselves relocated. We have only found out that the movement of the Pakistan rangers and the army has been noticed.”

Undeclared Curfew Imposed in Kashmir

The authorities have imposed undeclared curfew in Srinagar to thwart the Lal Chowk March on the occasion of the seventh and final phase of the so-called assembly elections, tomorrow.

According to Kashmir media service, Indian troops have sealed all the roads leading to Srinagar and not allowing any vehicle to enter the city. The occupation authorities have virtually converted the area into a garrison by deploying large contingents of the troops.

ISLAMABAD: The visiting Interpol Chief, Ronald Noble has said that India hasn’t provided any list of suspected terrorists relating to the Mumbai attacks.

Following a meeting with the Interior Advisor, Rehman Malik, Ronald Noble told the media that Pakistan was itself a terrorist inflicted country and Benazir Bhutto became a victim of it. “We are satisfied over the cooperation extended by Pakistan relating to Mumbai attacks, as Pakistan investigation agencies are cooperative with Interpol and we are thankful to the interior advisor for his assistance”, he said. He further said that none other than Pakistan till today cooperated more with the Interpol and added that Pakistan was the most proactive associate of Interpol. He said the Interpol has also the same information, which you possess. Ronald Noble said that Pakistan was cooperating with the Interpol and the world community should also cooperate with Pakistan.

Earlier, Interior Advisor, Rehman Malik said that Pakistan and India both were the victims of terrorism. He also apprised of Pakistan’s difficulties relating to terrorism in his meeting with Ronald Noble, Rehman Malik said that Interpol team was on routine visit to Pakistan and nothing was discussed relating to the illegal immigrants with them. He said that there are set procedures for the handing over of the wanted person to any country and, “We are prepared to extend all possible cooperation to India relating to the Mumbai attacks, we will bring terrorists to justice,” he vowed.

: Was India very close to carrying out “surgical air strikes” against terror camps in Pakistan and other targets across the border immediately after the 26/11 terror assault in Mumbai?

While defence ministry officials refused “to react to speculative reports”, sources said “some steps were indeed taken” to “prime” IAF fighter jets for “offensive action” within a day or two of 26/11, but the final government go-ahead did not come.

“The moment passed and then the US jumped in with assurances of making Pakistan deliver on Indian demands,” said a source. This ties in with a report of the American TV channel CNN, which quotes unnamed Pentagon officials as saying that IAF began “preliminary preparations” for “a possible attack” against Pakistan in the immediate aftermath of the Mumbai massacre.

The US promptly urged India to exercise restraint after “concluding” that the “preliminary preparations” would have placed India in a position to launch airstrikes inside Pakistan.

Sources in the government also said there had been some thought of “action” but that after the first few days, international attention on India and pressure on Pakistan diluted the Indian intention.

Incidentally, after Pakistan alleged intrusions by IAF fighters into its territory on Saturday, which were strongly denied by India, “a lot of unusual activity” by Pakistani jets has been detected near the international maritime boundary line, south of Karachi, over the weekend.

The government is also looking at the news report as an “inspired” leak, with several objectives. It could be used to pressure Pakistan further, especially after its becoming clear that Islamabad is not being proactive on banning terror groups.

In many ways India is not unhappy with these news reports because it keeps Pakistan on tenterhooks. The Indian armed forces, of course, are maintaining a high level of alert, which was put in place after the Mumbai attack, but this is now geared more towards a defensive posture rather than an offensive one, as reported by TOI earlier. IAF airbases, especially on the western front, immediately went on alert after 26/11 with both strike as well as air defence fighters ready to scramble at short notice.

For air defence measures, this included boosting the level of the round-the-clock ORPs (operational readiness platforms) at the airbases in the shape of fighters ready to tackle air intrusions. But for offensive action, fighters like multi-role Mirage-2000s, medium-range penetration Jaguars and ground-attack MiG-27MLs would have had to be armed with laser-guided bombs and missiles as well as cluster and thousand-pounder bombs. With the fighters fitted with “litening laser designation pods”, the laser-guided bombs have an accuracy of under two metres.

“From there, if the government directive had come with real-time intelligence about the terror camps and other targets, it would have taken a maximum of four hours to actually carry out surgical strikes across the border,” said a source.

The IAF, of course, is capable of launching offensive action in a short time even now. It does not even have to move fighters like Mirage-2000s to forward bases like Adampur from their home-base in Gwalior - like it was done during Operation Parakram in 2001-2002 - since the force now has IL-78 mid-air refuellers.

But as of now, IAF has worked more towards boosting air defence measures to thwart any attempt to copycat the al-Qaida’s 9/11 strikes after intelligence inputs held terror could strike through the aerial route after the maritime one. This involves more radars and surface-to-air missile batteries to guard New Delhi.

Defence minister A K Antony on Tuesday said India is not planning any military action against Pakistan.
However, he added that Pakistan will have to take action against terrorists involved in the Mumbai attacks for the relations between the two countries to be normal.

Pakistan has already turned down a British request to question suspects arrested in connection with the Mumbai attacks.

British Prime Minister Gordon Brown visited Islamabad at the weekend in a bid to calm tensions between Pakistan and India in the wake of the attacks in the Indian metropolis that left 172 dead.

A CNN report quoted unnamed Pentagon officials as saying that IAF began “preliminary preparations” for “a possible attack” against Pakistan in the immediate aftermath of the Mumbai massacre.

Sources in the government also said there had been some thought of “action” but that after the first few days, international attention on India and pressure on Pakistan diluted the Indian intention.

: US President George W. Bush has indicated that drone attacks on suspected terrorist targets inside Pakistan’s tribal areas would continue, and added Washington will not consult other governments before ordering such strikes.

“You know very well that when it comes to certain matters, the US government doesn’t discuss operations,” said Bush when asked if Afghan President Hamid Karzai and he were on the same page on drone attacks.

President Bush, who was talking to the White House press corps on his plane, said he believed the Pakistani government, particularly President Asif Ali Zardari, had the determination to fight terrorists.

“President Zardari is determined,” the Dawn quoted Bush, as saying.

“He’s said so publicly and he’s said so to me privately. He looked at me in the eye and said: `You don’t need to talk to me about extremist violence; after all, my wife got killed by extremists.’”

The US president said that for dealing with extremists who got embedded in the population, a country needed to combine pressure with a strategy to win over the hearts and minds of the local people.

“Find them and get them, press them hard, and then win the hearts and minds of the locals through economic development,” Bush added.

Bush said that if Pakistan continued to be a place from which terrorists felt comfortable attacking infrastructure, citizens and troops, it’s going to make it difficult to succeed in Afghanistan.

“That’s why we’re working with the Pakistan government to keep the pressure on the extremists. And the more that we can get Pakistan and Afghanistan to cooperate, the easier it will be to enforce that part of the border region,” he said.

Asked what Pakistan needed to do to fight terrorism, Bush replied: “Well, first of all, the first question is, is there a determination” and then the engine of his plane made a sharp noise.

National integrity To Be Ensured At All Costs

ISLAMABAD: The Defence Committee of Cabinet was convened here on Monday and it reviewed the regional security situation arising out of the recent Mumbai terrorist attacks.

The committee met under the chairmanship of Prime Minister Syed Yousuf Raza Gilani at the Prime Minister House.

The committee reiterated Pakistan’s resolve not to allow its soil to be used for any kind of terrorist activity anywhere in the region and the world.

The committee decided to renew the offer of full cooperation with India, including intelligence sharing and assistance in investigation as well as setting up of a joint investigative commission.

The DCC instructed all departments to continue investigation based on information shared between India and Pakistan, and other allies. It was agreed that all actions taken will be within the ambit of Pakistani law.

It was observed that Pakistan is a responsible, democratic state that is fully committed to safeguarding its national interests and fulfilling its international obligations. Pakistan rejects terrorism in all forms and manifestations, and recognizes that action against terrorism is integral to its core interests.

The Committee was of the view that the security and stability of South Asia is in the fundamental interests of the people of this region. It is therefore imperative to proactively defuse the prevailing tensions.

The committee paid rich tributes to the national political leadership of the country in forging national unity and consensus. Pakistan’s press and media was also lauded for its responsible role in reporting and commenting on this situation.

The committee expressed its complete confidence in the ability of the Armed Forces to fully defend Pakistan.

Japan Lodged Protests Over China ships in disputed waters


TOKYO: Japan lodged a protest with China after two Chinese survey ships entered waters near disputed islands in the East China Sea, Japan’s chief cabinet secretary said on Monday.

The Japanese coast guard found the ships in waters near the islands around 8:00 a.m. (2300 GMT Sunday), Takeo Kawamura told reporters. Both ships left Japanese waters later in the day, the coast guard said.

“It goes without saying that historically speaking, the Senkaku islands are part of Japan’s territory. The actions of the Chinese ships are extremely regrettable,” Kawamura said. “We immediately urged the Chinese government to remove the ships.”

The incident comes days before a trilateral summit between Japanese, Chinese and South Korean leaders, set to take place in southern Japan on Saturday.

“This has happened just as we are about to hold a summit meeting,” Kawamura added, saying he had no idea what kind of survey the ships had planned to carry out.

The disputed, uninhabited islands about 2,000 km south of Tokyo are thought to lie near oil and gas reserves in an area rich with fish, and have long been a source of friction between China, Japan and Taiwan.

Beijing claims them as the Diaoyu islands, Taiwan as Tiaoyutai and Japan, which now controls the islands, as the Senkaku isles.

After Japan’s protest, China said it would look into the matter, said Yasuhisa Kawamura, deputy spokesman at Japan’s foreign ministry.

Security Forces Take Control of Jamaat-ud-Dawa office

150 US, NATO Vehicles Torched in Peshawar


PESHAWAR: Militants torched more than 150 vehicles, including dozens of Humvees destined for US and allied forces fighting in Afghanistan, in the boldest attack so far on the critical military supply line through Pakistan.

The American military said Sunday’s raid on two transport terminals near the Peshawar would have “minimal” impact on anti-Taliban operations set to expand with the arrival of thousands more troops next year.

However, the attack feeds concern that insurgents are trying to choke the route through the famed Khyber Pass, which carries up to 70 percent of the supplies for Western forces in landlocked Afghanistan, and drive up the cost of the war.

The owner of one of the terminals hit Sunday denied government claims that security was boosted after an ambush last month in which militants made off with a Humvee and later paraded it in triumph before journalists.

“We don’t feel safe here at all,” Kifayatullah Khan told a US news-agency. He predicted that most of his night watchmen would quit their jobs out of fear. “It is almost impossible for us to continue with this business.”

The attack reduced a section of the walled Portward Logistic Terminal to a smoldering junkyard.

Khan said armed men flattened the gate before dawn with a rocket-propelled grenade, fatally shot a guard and set fire to 106 vehicles, including about 70 Humvees.

Humvees are thought to cost about $100,000 each, though the price varies widely depending on armor and other equipment, meaning Sunday’s losses may exceed $10 million.

A local reporter who visited the depot told the US news-agency he saw six rows of destroyed Humvees and military trucks packed close together, some on flatbed trailers, all of them gutted and twisted by the flames.

Khan said shipping documents showed they were destined for U.S. forces and the Western-trained Afghan National Army.

The attackers fled after a brief exchange of fire with police, who arrived about 40 minutes later, he said.

Nine other guards who stood helplessly aside during the attack put the number of assailants at 300, Khan said. Police official Kashif Alam said there were only 30.

At the nearby Faisal depot, manager Shah Iran said 60 vehicles destined for Afghanistan as well as three Pakistani trucks were also burned.

The attacks were the latest in a series highlighting the vulnerability of the supply route to the spreading power of the Taliban in the border region.

Vast quantities of supplies pass through Pakistan after being unloaded from ships at the Arabian sea port of Karachi. Some is routed through Quetta toward the Afghan city of Kandahar, but most flows through the Khyber Pass toward Kabul and the huge U.S. air base at Bagram.

The U.S. military in Afghanistan said in a statement that an unspecified number of its containers were destroyed but that their loss would have “minimal effect on our operations.”

“It’s militarily insignificant,” U.S. spokeswoman Lt. Col. Rumi Nielsen-Green said. “You can’t imagine the volume of supplies that come through there and elsewhere and other ways.”

Still, NATO is seeking an alternative route through Central Asia, which it acknowledges is more expensive.

Pakistan halted traffic through the Khyber Pass for several days in November while it arranged for troops to guard the slow-moving convoys.

In an interview at meet the press program on US television, he said Mumbai attacks are hazard, not only for America but for Pakistan too.

He urged Pakistan, India and Afghanistan to devise a joint strategy against terrorism.

Obama said president Zardai has given positive signals after Mumbai attacks.

Meanwhile US Secretary of State Condoleezza Rice said no deadline of 48 hours had been given to Pakistan.

Pakistan would have to arrest miscreants of Mumbai attacks besides assuring that no follow-on attacks on India would happen, Rice said.

Mumbai attacks have local links: Newsweek


ISLAMABAD: Newsweek in its latest edition has said that the Mumbai attacks apparently have been perpetrated by an indigenous group, the Indian Mujahideen.

The article says that these attacks have got some significant indigenous connections, not necessarily from Pakistan or Bangladesh or anywhere else but Indian.

And the problem with these indigenous strikes is that they raise questions about India’s capacity to actually live and make workable a multi-ethnic, as they say, secular Indian state, to maintain that as a national identity and to make it workable, the article says.

So if the attack comes from the outside it does not necessarily damage that national identity side of things, but it does threaten a cross-border level of violence with their neighbour in Pakistan that is probably almost as dangerous, the magazine says.

“…no matter how the Mumbai attack ends up being in terms of who is responsible and where the strings run, they do have an increasing problem with domestic violence or internal violence perpetrated by Indian Muslims and unfortunately it appears Hindu nationalists as well,” the weekly magazine wrote.

The writer of the article urges the US to play its role in helping Pakistan and India find solution to the problem.

Rice denies 48-Hour Deadline For Pakistan To Take Action

WASHINGTON: US Secretary of State Condoleezza Rice said Sunday that Pakistan must act quickly to arrest suspects linked to the deadly attacks in India to help ensure there are no follow-on assaults.

Interviewed on a foreign TV channel, Rice said she stressed during her visit to Pakistan last week how important it was for Islamabad to act quickly but denied there was a 48-hour deadline to take action.

"The important thing is that Pakistan act and that these people are brought to justice and that any information that they may have is put to use in making sure follow-on attacks don't happen," Rice said.

Rice echoed remarks from Pakistan's foreign office denying Islamabad had agreed to a 48-hour timetable to take action against Pakistanis accused of involvement in the Mumbai attacks.

The Washington Post reported that Pakistan had agreed to a deadline imposed by the United States and India to arrest three people and formulate a plan to take action against a militant group accused of involvement in the attacks.

"No. There's not a timetable involved here," the US top diplomat said.

"Obviously, this is counterterrorism work. It's hard work. And it's not as if these people are sitting on the surface," she said, adding that Pakistani leaders "understood their responsibilities and now we're waiting."

The 60-hour Mumbai siege by Islamic militants has badly affected relations between India and Pakistan, the nuclear-armed South Asian neighbors who have fought three wars since independence from Britain.

India says all 10 gunmen involved in the assault came from Pakistan, and has handed Islamabad a list of 20 terror suspects, with demands for their arrest and extradition.

Suspicion over the recent Mumbai carnage, which left 172 dead, has fallen on the Pakistan-based Lashkar-e-Taiba, a group that has fought Indian rule in Kashmir and was blamed for a 2001 attack on the New Delhi parliament.

Govt Unveils Stimulus PackageTo Revive Economy

New Delhi,: Responding to the economic slowdown affecting the country, the govt on Sunday unveiled a wide ranging stimulus package aimed at bringing down prices and providing relief to sectors hardest hit by the global financial crisis.

The Government effected an across-the-board 4% cut in CENVAT that will bring down prices of cars, cement, textiles and other goods as part of an economic stimulus package that also earmarks an additional Rs 20,000 crore for infrastructure, industry and export sectors.

In a virtual mini-budget that entails a revenue loss of Rs 8,700 crore in the next four months, the package seeks to revive the crucial housing, export, automobile, textiles and small and medium enterprises sector to counter the economic slow down caused by the global financial crisis and the recession in the West.

The Central Value Added Tax (CENVAT) on non-petroleum products would come down to 10, 8 and 4% for different categories.

The package also contained full exemption from basic customs duty on industrial intermediate naphtha to give relief to power sector and withdrawal of export duty on iron ore fines while cutting down the levy on export of iron lumps from 15% to 5%.

The much-awaited package, set rolling by Prime Minister Manmohan Singh who is also the Finance Minister, targets power, exports, housing, auto, small and medium industries and infrastructure sectors through additional funding and guarantees that total an amount of over Rs 30,000 crore.

The 10-point package contains substantial incentives for the sectors hit by the slowdown, besides allowing India Infrastructure Finance Company Ltd (IIFCL) to raise Rs 10,000 crore through tax free bonds by March as part of efforts to support Rs 1,00,000 crore programme in the high-way sector.

Reflecting high priority for the exports, which for the first time in five years recorded a negative growth at 12 per cent, the government provided Rs 1,450 crore toward refund of excise duty and incentives, besides giving a guarantee of Rs 350 crore for difficult market and product exports.

To bring down the cost of exports, hit by a sharp devaluation of rupee in the recent months, the government also offered a two per cent interest subsidy for labour intensive products like textiles, leather and SMEs, subject to a minimum interest of seven per cent.

It said, "As an immediate measure to spur additional spending, an across-the-board cut of four per cent in the ad-valorem Cenvat rate will be effected for the balance part of the current fiscal on all products other than petroleum and those where the current rate is less four per cent."

The public sector banks will soon announce a package for borrowers of home loans up to Rs five lakh and between Rs five lakhs to Rs 20 lakhs, the statement said adding that additional measures would be taken as necessary to promote an accelerated growth trajectory in the housing sector.

Stating that RBI has already announced a Rs 4,000 crore refinance facility for the National Housing Bank, government said that the low cost Indira Awas Yojna is another area where plan expenditure can be increased easily.

Terming as "critical" the medium, small and micro enterprises (MSMEs) for job creation, the government sought to boost the collateral-free lending on loans from Rs fifty lakh to Rs one crore with guarantee cover of 50 per cent.

Besides, the lock in period for loans under existing credit guarantee scheme are being cut from 24 to 18 months, a move that would encourage banks to give more loans to the sector, the government said, adding that PSUs are being asked to ensure prompt payment of bills to MSMEs.

The stimulus package announced today comes on the heels of RBI's monetary measures to ease the cost of funding for the banks, signalling that lenders should lower their interest rates.

"The government has been concerned about the impact of the global financial crisis on the Indian economy and a number of steps have been taken to deal with this problem," an official statement said today.

Having assured stability of the financial system, the government said it has focussed its attention on countering the impact of the global recession on India's economic growth.

"The economy will continue to need stimulus in 2009-2010 also and this can be achieved by ensuring a substantial increase in plan expenditure as part of the budget for next year," it added.

The measures also included the government departments being allowed to seek replacement of government vehicles within the allowed budget, in relaxation of extant economy instructions.

"The Government is keeping a close watch on the evolving economic situation and will not hesitate to take any additional steps that may be needed to counter recessionary trends and maintain the pace of economic activity," it added.

Dixie Chicks’ Natalie Maines Faces Defamation Charges

Washington, : Natalie Maines, the lead singer of the Dixie Chicks, has been slapped with defamation lawsuit for statements she made at a rally in 2007 about the murders of three young boys.

Terry Hobbs, the stepfather of one of three 8-year old boys murdered in 1993, has filed a complaint on November 25, claiming that Maines wrongfully made a "false and reckless claim that [Hobbs] committed the murders of the three boys."

His stepson Steve Branch, along with Christopher Byers and Michael Moore, was found dead May 5, 1993, reports Fox News.

In the 2007 rally, "Not Ready to Make Nice" singer told the crowd that new DNA evidence from the crime scene implicated Steve's stepdad, Terry Hobbs, and that Hobbs'' behavior following the boys' deaths was suspect.

Hobbs also claims that Maines "recklessly published or caused to be published malicious, libelous, slanderous, and false statements" on the band's Web site on November 26, 2007.

Indian foreign minister further expressed his fears that Pakistan could think of taking actions making the fake telephone call a basis.

The published report relating to Indian foreign minister’s phone call told that the call was faked, while the Federal Information Minister, Sherry Rahman said that the call received on November 28 was made from the authentic number of Indian foreign office and all phone calls were connected to the President after proper verification, but now the Indian foreign minister has himself confirmed that no such phone call was made by him. While the President House spokesman, Farhatullah Babar told Geo News that President Zardari was phoned up from the Indian foreign ministry’s authentic number. He said that the government has already clarified its position and he would not like to say any further in this regard.

Mumbai Attacks Arrests Two Policemen Over


MUMBAI: Indian police on Saturday questioned two policemen suspected of helping the militants who carried out the Mumbai attacks, amid reports of a home-grown terror link and fresh security jitters.

The first arrests in connection with the deadly strike were made in the eastern city of Kolkata late Friday, senior police official Javed Shamim told reporters there.

Two policemen -- identified as Tousif Rahaman and Sheikh Mukhtar -- were held "for allegedly providing SIM cards to the terrorists in the Mumbai attacks," he said.

"Tousif, who was living in the central part of the city, bought about 40 SIM cards from the city, two of which are believed to have been given to the terrorists," he added.

Sino-Indian Armies Hold Joint Exercise

NEW DELHI: First- ever joint exercise between Indian and Chinese armies on Indian soil started in Belgaum in Karnataka state on Saturday with an objective to share experience in anti-terrorism operations.
The 15-day ‘Exercise Hand-in-Hand 2008’ will be conducted in three phases.
Senior Indian and Chinese military observers will witness the exercise on December 11 and 12, when around 137 Chinese and Indian troops with 35 officers each will be training jointly at the Maratha Light Infantry Regimental Centre in Belguam.
Mi-17 helicopters of Indian Air force will also participate in the exercise.
Media reports quoting Indian Army’s Additional Director General (Public Information) Maj Gen V K Narula said the joint training and exercise is aimed at increasing mutual understanding and trust between the two militaries, promote mutual military interaction, share joint training to achieve interoperability and improve relations between the countries.

Dr. Fahmida Mirza thanked the President Asif Ali Zardari and Prime Minister Syed Yousuf Raza Gilani for taking concrete measures for the upliftment of the masses and betterment of the country.

State Minister for Railway Faqir Jadam Mangrio in his welcome address referred to the performance of Pakistan Railways and praised the efforts of Dr. Fahimda Mirza.

He said that it was due to her efforts that Hyderabad Badin train service was restarted, on daily basis.

Sindh Education Minister Pir Mazhar-ul-Haq, Sindh Home Minister Dr. Zulfiqar Mirza and Sindh Local Government Minister, Zubair Ahmed also addressed the ceremony and highlighted the performance of the provincial government.
