India Sending Foreign Secretary To US

NEW DELHI: Indian Foreign Secretary Shivshankar Menon will leave for Washington on Monday to meet the transition team of President-elect Barack Obama.

India would persuade the US to mount pressure on Pakistan to launch a crackdown on terror groups it says exist across the border, a report said.

Mr Menon would meet key members of the transition team who could influence ties between the two countries. India is concerned over the Obama administration’s keen interest in the resolution of Kashmir issue.

Mr Menon’s travel plans coincide with the proposal by Mr Obama to name Senator Hillary Clinton as his secretary of state on Monday.

Dannii Minogue Dumps Boyfriend


London, : "X Factor" judge Dannii Minogue has dumped her rugby player boyfriend Kris Smith.

According to thesun.co.uk, the 37-year-old Minogue ended the four-month relationship and told friends that she was basically tired of having too many fights with him.

Smith, who had been spending time with Minogue in London, has not moved back to his mother's house in Manchester. He confirmed that he was not involved with Minogue anymore.

A friend of Minogue said: "She is upset but says she has done the right thing by ending her relationship. She's spending a lot of time looking after her contestant Ruth Lorenzo and then trying to get on with her fellow judges. The last thing she needs is to be stressed by a relationship. After the 'X Factor', she hopes to have a long holiday to recharge her batteries, and she may return to Oz to spend time with her family."

India Clears Last Mumbai Siege Site

MUMBAI: Authorities finished removing bodies from the Taj Mahal hotel on Monday, the final site of the Mumbai siege to be cleared.

Security forces searched the hotel for booby traps and bodies, and declared the building cleared two days after they killed the last three militants holed up inside.

Officials said 172 people were killed in three days of attack in Mumbai. Prime Minister Manmohan Singh promised to strengthen security and look into creating a new federal investigative agency.

"We were apprehensive about more bodies being found. But this is not likely all rooms in the Taj have been opened and checked," said Maharashtra government spokesman Bhushan Gagrani.

The army had already cleared two other sites, the five-star Trident-Oberoi hotel and the headquarters of an ultra-Orthodox Jewish Centre.

KARACHI: Acquired Immune Deficiency Syndrome (AIDS) Day is observed every year to create awareness among the people across the globe, the day provides an opportunity to governments, national AIDS programs, organizations and individuals to raise awareness and draw attention of the vulnerable segments of the society and regions towards this menace.

The theme for this year’s AIDS day is "Leadership” promoted with the campaigning slogan, "Stop AIDS, Keep the Promise."

Pakistan, the second most populous Muslim nation in the world, has started to finally experience and confront the HIV/AIDS epidemic as according to officials in National AIDS Programme, there are some 80,000 people suffering in HIV/AIDS.

But according to international institutions the number stands at 1,25,000, as they claimed the number of registered HIV/AIDS patients in Pakistan is quite low.

Unfortunately the virus finally seems to have found a home-base in Pakistan which rang the siren for authorities concerned and also for the organizations working to stop HIV spread, as evidenced by the recent HIV outbreaks among the injection drug user community.

Extremely high-risk behavior has also been documented among Hijras (sex workers) and long-distance truck drivers.

Pakistan, as compared to its neighbors, has remained relatively safe from any indigenously acquired cases of HIV for about two decades. The first full-fledged HIV outbreak happened in the remote desert town of Larkana, the HIV bubble-burst took place amongst the injection drug user (IDU) community.

The weak government response coupled with the extremely distressing social demographics will also helps to compound the problem and if not properly treated and taken care off on time we could lose war against this epidemic like many other countries in the world already has after which they trying to fight back, but in our we case fortunately we still have some time at our hands.

The World AIDS day is an opportunity to highlight need for continued development of education and prevention initiatives. On the other hand, Pakistan despite utilizing billion of rupees for eradication of AIDS could not assertion the exact number of people suffering in the deadly disease.

The national AIDS Programme rather then utilizing money to eradicate this menace in Pakistan is wasting money on different dramas and ceremonies in five star hotels. Experts fear that if the situation continues then HIV/AIDS would be uncontrolled in Pakistan, so this attitude of Government, organizations and intellectuals should change now.

The time is ripe now to prepare in advance, to take the appropriate measures to curtail further spread of the disease. If this opportunity is not utilized right now, little if at all could be done later.

In 1988, the World Health Organization (WHO) declared the first World AIDS Day in an effort to raise public awareness about HIV/AIDS issues, including the need for support and understanding for people living with HIV, while the first reports of HIV in Pakistan in 1987 implicate contaminated blood transfusions as one of the culprits.

The virus had finally found a home-base, as evidenced later by outbreaks all over the nation so in the wake of the grave situation Pakistan Government should take step which are more appropriate and steady while common public should also joins hands to counter this danger and only then Pakistan would be able to curtail the rate of HIV in Pakistan and would be able to give better and safe future for generations to come.

3 killed, 6 injured As Suicide Bomber Hits German Embassy Vehicle in Kabul

A suicide bomber hit a German embassy vehicle in Kabul on Sunday, killing three Afghan civilians, said the government, an attack claimed by the Taliban which left six wounded. Violence has escalated this year in Afghanistan, the bloodiest period since Taliban’s ouster in 2001, raising doubts about the prospects for stability despite increasing numbers of foreign troops in the country. “It was a suicide attack on the German embassy car,” Ali Shah Paktiawal, a senior Kabul police official told reporters near the scene. The bomber was on foot when he attacked the embassy vehicle opposite a high school on the main road leading to the parliament building in the southwestern part of the city, he said. Another police officer said the only occupant of the vehicle, its driver, escaped unhurt. The embassy had no immediate comment on the blast, which residents said broke windows in several buildings nearby. Police had cordoned off the site and the front of the four-wheel drive embassy vehicle was partially damaged.

Khan exclaimed that the only aspect that will see us across this appalling tragedy will be unity. The actress further added “The attacks were aimed at our people, our prosperity and our peace. But their top target was something else: our unity. If these attacks cause us to turn on each other in hatred and conflict, the terrorists will have won. They know that hatred and chaos feed on division. They also know they are radical extremists, and their only hope of reaching society as a whole is by turning the rest of us against each other. Let's deny them that victory. We're launching a message to extremists on all sides and all our political leaders, one that will soon be published in newspapers across India and Pakistan. The message is that these tactics aren't working, that we're more united than ever, united in our love and support to each other, and determined to work together to stop violent extremism. If millions of people sign it, our message will be unmistakable.”

Karachi Death Toll Rises To 39; Violence Continues

KARACHI: At least 33 people have been killed and over 100 injured in separate incidents of firing and violence which erupted on Saturday in the metropolis.

Dozens of vehicles were set on fire while state and private properties were damaged in different violent incidents.

Meanwhile, Sindh Government has imposed a three-day ban on pillion riding in the city and directed the law enforcement agencies to be on high alert.

Prime Minister Syed Yousaf Raza Gillani and Chief Minister Sindh Syed Qaim Ali Shah, while taking notice of Karachi violence, have sought report within 24 hours. They have directed the law enforcement agencies to keep close eye on the miscreants’ elements.

The series of violence, started from Banaras Chowk on Saturday evening, continues so far in various parts of the city.

Due to the incidents of firing and violence, 33 people have so far been killed and 110 including 19 women sustained injuries while unknown persons torched over two dozens vehicles, six shops, one warehouse and a marriage hall in various areas of the metropolis.

Dead bodies and wounded persons were shifted to Abbasi Shaheed Hospital and Qatar Hospital. Situation is still tense in various areas including Banaras Colony, Orangi Town and North Nazimabad.

Different trade circles of city, markets, petrol pumps, shops and CNG stations remained closed and transport system in the city completely came to standstill. Interior department Sindh has declared red alert in the city and deployed more than 500 rangers and increased Police patrolling in different parts of the city.

So far, 40 miscreants have been held by police from various areas of the city in connection with the riots.

The entire city was in the grip of tension and fear. While city administration has also declared emergency in all hospitals. Police department has also cancelled police vacations in view of the law and order situation.

Bush Sends Rice To India

President George W. Bush is sending Secretary of State Condoleezza Rice to India this week as a “further demonstration” of US solidarity with New Delhi in the wake of terror attacks in Mumbai, the White House announced Sunday. Rice will arrive in New Delhi Wednesday, on the heels of an already scheduled trip to attend a NATO meeting in Brussels Tuesday, White House Press Secretary Dana Perino said. “President Bush has asked Secretary Rice to travel to India this week in the wake of the terror attacks that killed nearly 200 people, including six American citizens,” Perino said in a statement, increasing the official US death toll in the three-day terror siege by one. Rice departed Sunday night for London, and was to attend a NATO meeting Tuesday in Brussels before traveling on to India, arriving in New Delhi on Wednesday. “Secretary Rice’s visit to India is a further demonstration of the United States’ commitment to stand in solidarity with the people of India as we all work together to hold these extremists accountable,” Perino said. “The president and the secretary thought it was important to take this moment to travel to Delhi to express the condolences of the American people directly to the Indian government and the Indian people. And to hold face-to-face conversations with Indian officials,” State Department spokesman Sean McCormack said. He gave no further indication of Rice’s activities or agenda in India. “It is a fact, a sad fact, that India has now experienced this level of terror,” McCormack said. “So I am sure that the secretary and others in the government will be having discussions going forward about cooperating on the war on terror. But again, those will go at the pace with whatever the Indian government is comfortable with.” The spokesman did not rule out potential contact between Rice and Pakistani officials during this trip, saying simply: “I don’t have anything to announce at this point on that.”

ICC Urges England To Play Tests in India

NEW DELHI: The International Cricket Council (ICC) urged England on Sunday to play next month's test series in India if player safety concerns are addressed in the wake of the Mumbai attacks.

"If safety and security allow then I would urge the England test tour of India to go ahead and if it does so then representatives of the ICC will be there to show solidarity with the competing teams," chief executive Haroon Lorgat said in a statement.

"And if those tests are played I would also urge supporters of the game to attend them as that will be the best way to send a message to those who seek to disrupt our way of life, that we will not be prevented from doing what we want or what we enjoy," added the South African.

England returned home this week after the last two games of their one-day series in India were called off after the attacks in Mumbai which killed almost 200 people.

Both national boards agreed England would return to play the two-test series, starting on Dec. 11, with India also switching the second test from Mumbai to Chennai.

However, some England players are still said to have safety concerns.

Lorgat said he has written to the Indian and England cricket boards pledging ICC support to ensure cricket was not disrupted.

Offering condolences to the Mumbai people, Lorgat said: "Sadly, terrorism appears increasingly to be a fact of life that we must endure.

"What we as a cricket family must do is to try, wherever possible, to rise above it and show that those who wish to perpetrate evil cannot win."

The ICC chief executive committee will discuss security challenges for the game when it meets in Cape Town next week.

The ruling body already has major security concerns in Pakistan and postponed the September Champions Trophy until late next year after a possible boycott by five of the eight teams.

ISLAMABAD: President Asif Ali Zardari and Prime Minister Syed Yousuf Raza Gilani made separate phone calls to world leaders on current regional situation in the wake of the Mumbai attacks.

President Asif Ali Zardari called French President Nicolas Sarkozy and Afghan President Hamid Karzai, and discussed with them the regional situation and bilateral matters.

The French President also expressed his support to democracy in Pakistan.

British Foreign Secretary David Miliband also called President Zardari on telephone Sunday evening.

“Situation in the region and bilateral matters came under discussion during the calls,” spokesman of the President said.

Prime Minister of Czech Republic Mirk Keplonic and German Chancellor Angela Markel telephoned Prime Minister Gilani and exchanged views on the evolving regional situation.

While extending his full support to Pakistan in its efforts for peace and tranquility in the region the Prime Minister of Czech Republic Mirk Keplonic assured that his government will avail all diplomatic channels to normalize relations between India and Pakistan.

Mirk Keplonic appreciated Pakistan’s efforts for curbing terrorism and extremism. He said the regional peace was vital for peace and progress of the world and any kind of disturbance in this region would damage the efforts of curtailing trend of terrorism. The Prime Minster thanked his Czech counterpart for his support.

German Chancellor Angela Markel also made a phone call to Premier Gilani. The two leaders discussed the current regional situation.

Turkish Prime Minister Recep Tayyip Erdogan telephoned Prime Minister Gilani Sunday night and assured Turkey’s full support in helping normalize relations between India and Pakistan.

Erdogan said Pakistan being a frontline state against terrorism has suffered a lot and lost its great leader. He said Turkey would play its due role to bring peace and normalization in the region which has been disturbed due to Bombay incidents.

Suicide Attack In Swat

MINGORA: Several feared dead when a suicide bomber rammed his vehicle into a security check-post in violence-torn Swat on Monday, reported A Pakistan News.

The incident occurred in Sanghota town of Swat. Ambulances and police contingent have been sent to the area to carry out relief work.

India Says No Decision Yet oN Pakistan Tour

NEW DELHI: The Indian government is yet to decide whether to allow the national cricket team to tour Pakistan, amid serious doubts following the attacks in Mumbai, a government spokesman said on Sunday.

"Since the tour is in January there is still some time, we are discussing the issue," foreign ministry spokesman Vishnu Prakash told media persons.

The Board of Control for Cricket in India (BCCI) has sought permission to tour amid security concerns over playing in that country.

The three-day rampage which killed nearly 200 people in Mumbai have dimmed hopes after the Indian government said it had proof of a Pakistani link, straining political ties between the south Asian neighbors.

Indian media quoted unnamed cricket officials on Sunday as saying the tour appeared doubtful. Indian board secretary N. Srinivasan refused to comment.

There have also been reports that some England players are reluctant to return to India later this week to play a two-test series.

"I would not, if somebody felt strongly, force their arm," England and Wales Cricket Board (ECB) managing director Hugh Morris said on Saturday.

England called off the last two games of a one-day series to return home following the attacks, with the two boards agreeing to go ahead with the tests.

The Pakistan tour would depend on a security assessment, Prakash said.

"Before any tour is undertaken an advance team goes and carries out an assessment. The team has not gone.”

"We will wait for the team's visit and its report on return before deciding anything."

The Indian team did not go on a full tour of Pakistan for nearly 15 years until 2004 due to political tensions.

The Pakistan Cricket Board has already raised concerns the attacks could scupper the series.

India are due to play three tests, five one-dayers and a Twenty20 international in the Jan. 13 to Feb. 19 tour.

Indian PM Announces Anti-Terror Measures

NEW DELHI: Indian Prime Minister Manmohan Singh on Sunday announced the setting up of a Federal Investigating Agency and measures to strengthen maritime and air security in the wake of the terrorist attacks in the country's financial capital Mumbai.
"In the face of this national threat and in the aftermath of this national tragedy, all of us from different political parties must rise above narrow political considerations and stand united. We should work together in the interest of the country at this critical juncture," he said in his opening remarks at an all-party meeting here. Manmohan Singh convened the meeting to take stock of the security situation and ways to strengthen the intelligence machinery in the country following three days and three nights of Mumbai terror that killed 183 lives and injured over 300. "We are further strengthening maritime and air security for which measures have been initiated. This will involve the navy, the Coast Guard and the coastal police, as well as the air force and the civil aviation ministry. "The anti-terrorist forces of the country will be further strengthened and streamlined. The National Security Guard (NSG), the principal anti-terrorist force of the country, will be given additional facilities and the size of the force is being augmented. Steps have also been initiated to establish another four NSG hubs in different parts of the country. Additionally, the special forces at the disposal of the centre would be appropriately utilised in counter-insurgency operations." The government has also finalised a set of legal measures based on the recommendations of the Administrative Reforms Commission which includes the setting up of a Federal Investigating Agency, the prime minister told some 20 political leaders from the treasury and opposition benches. He hoped that the discussions at the meeting would lead to a consensus on steps required to be taken.

WASHINGTON: Pakistan Ambassador to United States, Hussain Haqqani has said that in spite of putting blames on Pakistan, India should support Pakistan in War against terror.

In the Interview to US based television channel Haqqani said that the 9/11 attackers came from several different countries. No one blamed the governments of those countries and that he was glad that no one is accusing the government of Pakistan, the military of Pakistan or even Pakistan’s intelligence services with any credible evidence this time around.

He further said that the important thing to understand is that Pakistan has condemned this action. Pakistan is on the same side as India and the United States and the rest of the world in fighting terrorism.

He was of the view that Pakistan government will not leave any stone unturned in helping with the investigation or dealing with any individual or group that might have connections with it as long as we have evidence to move against them.

Replying to a question he said, “Terrorists operate in so many countries these days. There have been terrorists that have been found in the United States training, they have been caught. That doesn’t mean that the United States is to blame. The important thing is Pakistan is a victim of terrorism. India is a victim of terrorism. We need to put the burden of history behind us, work together and make sure both of us get rid of this terrorist menace that afflicts both of our countries.”

Haqqani also said that one must understand, what are the targets of the terrorists right now? Why did they go to Mumbai? They wanted to weaken Pakistan’s democracy. They wanted to weaken Pakistan’s fledgling democracy. And they wanted to harm Indian/Pakistan ties. All these extremists want India and Pakistan to be at each other’s throats so they can flourish.

He added, “I think India and Pakistan should be very cautious not to let terrorists flourish. President Asif Zardari, Prime Minister Gilani, everybody in Pakistan has made it very clear this time around Pakistan is not going to give any quarter to any terrorist groups and we want to work with India. We will cooperate in the investigation and we’ll make sure we get these guys if they have any connection to us.”

Rice To Visit India On Wednesday, Says W House

WASHINGTON: US Secretary of State Condoleezza Rice will travel to India on Wednesday at the request of President George W. Bush in the wake of the Mumbai attacks, the White House said on Sunday.

"Secretary Rice's visit to India is a further demonstration of the United States' commitment to stand in solidarity with the people of India as we all work together to hold these extremists accountable," White House spokeswoman Dana Perino said in a statement.

Rice will arrive in New Delhi on Wednesday after attending a NATO meeting on Tuesday, according to the White House.

She has been in contact with the foreign ministers of India and Pakistan in recent days to ease tensions between the nuclear states, and this is expected to be a dominant theme in her meetings with Indian officials.

Earlier on Sunday, Bush called Indian Prime Minister Manmohan Singh to again offer U.S. support and condolences for the victims and their families of the attacks, which claimed the lives of nearly 200 people and injured scores more.

The U.S. State Department said on Friday five Americans were killed in the attacks in which gunmen attacked Mumbai's top luxury hotels, its biggest railway station, a Jewish center, and several other sites in India's financial capital.

"President Bush told the Prime Minister that he has directed the State and Defense departments along with other federal agencies to devote the necessary resources and personnel to this situation," said Gordon Johndroe, a spokesman for the White House National Security Council.

State Department spokesman Sean McCormack said Rice decided to "modify" her European trip, cutting out meetings in Rome and a meeting of the Organization of Security and Cooperation in Europe, and go personally to India.

"We thought it was important to take this moment to travel to Delhi to express the condolences of the U.S. people directly to the government of India and its people and to hold face-to-face meetings," McCormack told reporters at Andrews Air Force base, where Rice was set to take off for London.

"It is very sad that India has experienced this level of terrorism. There will be discussions about how to move forward," he added.

McCormack said Rice briefed President-elect Barack Obama on Sunday to tell him about her plans -- her third conversation with Obama since the attacks on Mumbai.

On Monday, Rice will meet British Foreign Secretary David Miliband in London and on Tuesday she will attend a meeting of NATO foreign ministers in Brussels before going on to India.

According to details on the Ring road, Al faisal terminal rockets were fired from unknown location in the attack at least one person killed while several others were also injured.

Three truck carrying good and provision for coalition forces in Afghanistan caught fire after the attack ambulances and fire brigades rushed to the seen for rescue works.

With a sense of normalcy only slowly returning to the sprawling city, the focus has turned to who might be responsible for the brazen grenade and gun assault on two luxury hotels, a hospital, religious centre and other sites. According to Indian media reports Monday citing unnamed sources, Indian government officials feel that Pakistan has not fully enforced its official ban on the group. National Security Moot to Be Held Tomorrow

ISLAMABAD: A top-level national security conference summoned by Prime Minister Syed Yousuf Raza Gilani will be held tomorrow (Tuesday) to review the situation arising out of the attacks in the Indian commercial city of Mumbai, reported ARY OneWorld.

PM Gilani telephoned many political leaders on Sunday and invited them to attend the conference to discuss the strategy to deal with the situation, a spokesman for the prime minister said.

PM had canceled his trip to Hong Kong to concentrate on addressing growing tensions with India after the Mumbai terror attacks.

PM and President Asif Ali Zardari were holding continuous consultations with military and political leaders and also talked to various heads of states and governments on phone Sunday.

The Mumbai attacks have heightened tension between the two neighboring countries as several Indian leaders have claimed that elements in Pakistan are behind the attacks.

Islamabad has denied any role and asked India to provide evidence about the involvement of elements in Pakistan to take action against them.

Mumbai, Dec : Heads continued to roll in the wake of deadly terror attack in Mumbai, with Maharashtra Deputy Chief Minister R R Patil resigning on Monday.

"I have submitted my resignation letter to Chief Minister Vilasrao Deshmukh. I have gone by my conscience and decided to take this step," Patil said a day after refusing to step down in the aftermath of the mounting criticism following Mumbai terror strikes.

It is not clear as yet whether CM Deshmukh has accepted his deputy’s resignation. Patil decided to put in his papers after a meeting of his Nationalist Congress Party (NCP) in New Delhi. Media reports suggested Patil was asked to step down by NCP chief and Union Agriculture Minister Sharad Pawar.

There are also reports that there is growing pressure on CM Deshmukh from within the Congress party to step down.

The latest resignation came after Union Home Minister Shivraj Patil stepped down, taking moral responsibility for the terror attack on Mumbai, which claimed 183 lives and left at least 295 injured.

Shivraj Patil has been replaced by Finance Minister P Chidambaram, with Prime Minister Manmohan Singh taking over the charge of FinMin.

National Security Adviser M K Narayanan also offered his resignation yesterday, but he has been asked by the PM to continue.

R R Patil had earlier grabbed headlines when he described Mumbai terror attacks as “small incidents”.

There are also reports that Intelligence Bureau Director P C Halder, Home Secretary Madhukar Gupta and other bureaucrats may also be asked to quit in the wake of the Mumbai attacks.

Karachi Death Toll Rises To 30; City in Fear

KARACHI: At least 21 people were killed in violence in various areas of the city on early Monday and Sunday, taking the death in three days’ violence to 30, ARY OneWorld reported.

The fighting that broke out Saturday evening and spread quickly to various parts of the city still continues.

Rioters allegedly belonging to two ethnic communities went on a rampage and attacked each other. Incidents of arson were also reported from some areas. Over 50 shops and at least 60 vehicles have been set on fire over the past two days.

Provincial home department has banned pillion-riding in the city from today for three days. Women, children, senior citizens and journalists are exempted from the ban.

All the educational institutes are closed today owe to city nazim Karachi’s announcement of decalring Monday as holiday. Today’s paper of ongoing degree classes examinations have also been postponed by Karachi University.

Streets were almost deserted and deprived off public transport Monday morning as citizens preferred to stay at homes due to fear and concerns gripped the city.

According to CCPO Waseem Ahmed, over 100 miscreants have been arrested in connection to the recent events.

Several shops were also set on fire in some parts of the city including a timber market in Godhra area and at least six carpet shops in Korangi.

"The results of a census are used as a critical reference to ensure equity in distribution of resources, government services and political representation", he remarked. Establishing a public consensus on priorities would be almost impossible to achieve if it were not built on census counts. A wide range of other users including the corporate sector, academia, civil society and individuals make use of census outputs", he added. He urged the Population Census Organization (PCO) to add household income to their agenda as well as this would help us to make necessary interventions as and when necessary. She said that she would visit Quito, Lima, Santiago, Buenos Aires, Sao Paulo, Brazil, La Paz and Caracas, in a statement which did not give dates for her visits amid security concerns.

Her goal is to ask presidents to join a renewed drive to get the Revolutionary Armed Forces of Colombia (FARC), the region's largest and longest-fighting rebel force, to lay down their arms, according to the statement obtained by media.

Betancourt's visit to Colombia five months after her rescue will be brief since she has often stated she fears for her life here after receiving death threats from FARC rebels, her former captors, a diplomat told reporters.

The online edition of Brazil's O Globo daily said Betancourt would meet with Brazilian President Luis Inacio Lula da Silva in Sao Paulo on Friday.

New York: Former President Bill Clinton has agreed to make public the names of more than 200,000 donors to his foundation as part of a deal with President-elect Barack Obama to clear the way for Senator Hillary Clinton to become Secretary of State, The New York Times reported on Sunday.

Citing Democrats close to Clinton and Obama, the newspaper reported that Clinton had decided to publish his contributor list to avoid an appearance of conflict of interest with his wife's duties as Secretary of State.

Her appointment is expected to be announced on Monday.

A member of Obama's transition team confirmed the conditions of the agreement as reported by the Times.

The contributors' list is one of nine conditions that Clinton agreed to in his discussions with Obama's representatives, the newspaper reported.

Clinton turned over the names of all 208,000 individuals and organisations that have given money since 1997, the Times said, while the agreement holds that his foundation will release them publicly by year's end.

Future donors will also be disclosed as long as Hillary Clinton is in the Cabinet, it said.

The former President has also agreed to submit his speeches and business dealings in advance to State Department ethics officials for their review, as well as to the White House counsel's office if need be, the Times reported.

OGRA Decides Petrol Price Cut by Rs9/lit

ISLAMABAD: Oil and Gas Regulatory Authority (OGRA) has decided to decrease the oil prices, the ministry of finance sources said on Sunday.
According to the sources the price of Petroleum will be reduced by Rs. Nine per litre, while kerosene oil and high speed diesel prices will be cut by five rupees per litre and the light diesel rate will decreased by Rs. Four per litre.

According to the Ministry of Finance sources after cut in the oil prices, per litre petroleum price went down from existing Rs 66.66 to Rs. 57.66, kerosene oil price from Rs. 56.87 per litre to 51.67, light diesel price from Rs 53 to 48 per litre, high speed diesel price goes down to 59 rupees and HOBC from Rs. 81.08 per litre to 72 rupees.

The new fuel prices will be enforced from the midnight of November 30 to December 1st.

OGRA will issue a notification to formally announce cut in the fuel prices.

Chidambaram Replaces Patil; NSA To Continue

New Delhi: Prime Minister Manmohan Singh on Sunday asked M K Narayanan to continue as National Security Advisor. The NSA had earlier in the day offered to resign in the wake of Mumbai terror attacks. Dr Singh, however, accepted Union Home Minister Shivraj Patil’s resignation and replaced him with Finance Minister P Chidambaram.

The NSA had offered to quit, minutes after the PM and President Pratibha Patil accepted Shivraj Patil’s resignation.

A spokesman of the Congress party earlier said that Shivraj Patil took moral responsibility for the recent co-ordinated attacks in Mumbai that killed at least 183 people and injured 295.

Defending Patil, the spokesman said that the Home Ministry took appropriate steps following the worst terror attack on the Indian soil.

The PM will now take charge of the Finance Ministry that was under the control of Chidambaram.

As the speculations over Patil’s prospective successor gain momentum, former NSA Brajesh Mishra held a meeting with Dr Singh. Details of the meeting are not available as yet.

There are also reports that Maharashtra Chief Minister Vilasrao Deshmukh can be the next in line after Patil and Narayanan to be asked to quit in the wake of the ghastly attacks. Reports claim that Minister of State in the Prime Minister’s Office Prithviraj Chavan can replace the Maharashtra CM.

Deshmukh has rejected to bow down to any pressure, saying there is “no reason for me to resign”.

Intelligence Bureau Director P C Halder, Home Secretary Madhukar Gupta and other bureaucrats can also be asked to quit.

Meanwhile, Maharashtra Deputy Chief Minister R R Patil, who caught headlines yesterday when he described Mumbai terror attacks as “small incidents”, has also refused to give up his post. Instead, Patil questioned that when Akshardham was attacked, why Gujarat Chief Minister Narendra Modi did not resign.

Shivraj Patil had reportedly offered to resign at yesterday’s Congress Working Committee (CWC) meeting after facing flak from the members. At the meeting, he reportedly said that he “takes the responsibility and whatever the CWC decides, I am ready to do".

At the CWC meet, members criticised Patil and Maharashtra Chief Minister Vilasrao Deshmukh for failing to prevent the attacks.

UPA chairperson Sonia Gandhi and Dr Singh are also reported to have pulled up Patil for failing to take enough measures to prevent such attacks.

Patil came under attack for failing to take note of inputs from intelligence about a possible attack on Mumbai.

In a snub to Patil, the Prime Minister yesterday did not invite him to a meeting with top Defence and Home Ministry officials.

In the meeting, Dr Singh held a lengthy two-and-half-hour discussion with Defence Minister AK Antony and officers from the armed forces and the intelligence agencies on ways to prevent recurrence of such terror attacks, government sources told reporters.

The move followed a pledge by acting Prime Minister Ehud Olmert during talks on November 17 with Abbas, their first such meeting in two months. Officials were not immediately able to give a breakdown of the vote in cabinet, which was not carried unanimously. Prime Minister Gilani and Sardar Atiq exchanged views on various issues including so-called elections in Indian-held Kashmir, political situation in Azad Kashmir and Mumbai attacks.

He assured Azad Kashmir government of his complete support and expressed concerns over house arrest of Hurriyat leaders during sham elections in the occupied valley.

Sardar Atiq on this occasion assured Premier Gilani of his support on behalf of people of Kashmir.

Kabul Suicide Attack on German Convoy kills Two

KABUL: A suicide attack on a convoy carrying the German military attaché killed two civilians in the Afghan capital Sunday, Kabul police said.
The military attaché escaped unharmed, but two civilians died and three more were wounded, deputy Kabul police chief General Alishah Ahmadzai said. There was no immediate claim of responsibility for the suicide blast, the second in the city in three days, but similar attacks have been claimed by Taliban-led extremists waging an insurgency in Afghanistan. "It was a suicide attack against the vehicle of the German military attaché," Ahmadzai said. "Two civilians are killed and three are wounded. The military attaché is sound and safe. The attacker was on foot." The German embassy could not immediately be reached for commen.
