Maya Alleges UPA of Biasness Against UP

Lucknow: Alleging that the UPA government was meting out step-motherly treatment to the state, the Uttar Pradesh government has come out with statistics claiming that the Centre was not releasing funds for accomplishing various evelopmental projects in the state.

"The state government is being given a step-motherly treatment and statistics confirms it. Due to political reasons, the Centre is not giving out the state's share for carrying out various developmental schemes," the state government's planning department officials alleged while releasing the data.

The state received only Rs 11, 053 crores from the Centre as against Rs 15,989 crores for 2007-08 and that too when the state provided its share of Rs 3, 557 crores, they said.

Replying to the Congress' allegations that central funds were not released to the state as it did not pay its share, the officials said the funds were even not released for a number of schemes in which states' share was not needed.

According to the data released, Rs 1,959 crores was not released under the Rajiv Gandhi Rural Electrification scheme (RGRES), Rs 1,081 crores under Pradhan Mantri Gramin Sadak Yojna (PMGSY), Rs 878 crore under (NREGS) and Rs 602 crore under the National Rural Health Mission (NRHM) by the Centre in 2007-08.

In the current fiscal, Rs 18,486 crores was to be released by the Centre to the state but Rs 6,071 crores were only released till date, the data pointed out.

Owing to the delay in the release of funds, development projects in the state are being affected badly, the officials said.

While only Rs 2,621 crore was released by the Centre against Rs 8,225 crore meant for carrying out various schemes under the rural development programme, Rs 1,520 crore was yet to be released for 'Education for All' project, the data showed.

The Centre also did not sanction the government's scheme for electrification of 'majras' (small villages) under RGRES, the officials said.

According to the data for the current fiscal, Rs 38 crore only had been released against 71.68 crores for modernisation of Arabic madarsas, while a mere Rs 4.28 crore was sanctioned for post 10th scholarship gainst Rs 17.16 crore. Merit-cum-means scholarship also received only Rs 6.94 crore against a stipulated amount of Rs 19.58 crore, the data claimed.

Similarly, no funds were released against Rs 40 crore for the Taj Trapezium scheme. The mid-day meal scheme could get only Rs 185.01 crore from the Centre against Rs 672 meant for the purpose, the data showed.

No money had been released from the Rs 36-crore fund meant for secondary education schemes, the officials claimed.
