Mass. lottery OKs $300,000 to defend treasurer

BOSTON (AP) -- The Massachusetts State Lottery Commission has agreed to pay up to $300,000 to defend Treasurer Tim Cahill and the lottery executive director in a bingo software company lawsuit.

The commission voted Thursday to pay outside legal contracts for Cahill and Mark Cavanagh.

Rhode Island-based Bingo Innovative Software filed a $20 million federal lawsuit against the treasurer in December, saying its bingo product for a new daily race game was superior to that of Scientific Games, but Scientific Games was chosen because company executives donated campaign funds to Cahill.

Scott Harshbarger, Cahill's attorney, says the unique nature of the federal case merits outside counsel and authorizing up to $300,000 will avoid having to go back to the commission every time money is needed.

This news updete by www.thearynews.com

ISLAMABAD: Governor State Bank of Pakistan Monday stressed the need for aggressive implementation of anti-inflation policies which will provide relief to the general public and restore investors’ confidence.
While giving a presentation on ‘State of Pakistan Economy’ to the Senate’s Standing Committee on Finance in Islamabad, Dr Shamshad Akhtar emphasized that fiscal sustainability is a key factor for macroeconomic stability, which requires increase in tax-to-GDP ratio; containment in non-productive expenditures and expanding public-private partnership. She said that there is also a need to increase exports through diversification of products and markets and enhancing productivity while imports need to be curtailed through containing aggregate demand. Dr Akhtar said that inflationary trends in the country will settle as the global inflation has come down and Government has reiterated its commitment to achieve net zero borrowing from central bank. SBP Governor said additional funding needs to be secured to meet the Current Account Deficit which will require i) increase in savings to reduce reliance on external financing, ii) restoration of investor’s confidence to encourage investment inflows and restrict outflows and iii) consistency and continuation of prudent policies. She said that with the inflow of $3.1 billion from the International Monetary Fund, the country’s foreign exchange reserves climbed back to $9.4 billion by November 26, 2008. She gave a detailed account of the country’s current economic situation in the backdrop of global financial crisis and highlighted issues, challenges faced by the economy. While referring to SBP’s recent decision to raise its key policy rate to 15%, she said that under the current situation further monetary tightening was necessary to ease demand pressures and ensure long-term growth on sustainable basis. She said the move will create room for government to borrow from market sources, improve rate of return on savings, control inflationary expectations and stem second round effect of inflation, check depletion of foreign exchange reserves and depreciation of exchange rate. She pointed out that with the adjustment in interest rates and other policy measures, the rupee has appreciated by 3.6 percent during end October to November 25, 2008. Talking about the agriculture sector, she said agriculture credit disbursement indicative target for FY09 has been enhanced by 25% to Rs 250 billion, which is 18% higher than disbursement in FY08. In addition, the State Bank also developed and launched Crop Loan Insurance Scheme under which the government has agreed to share premium cost of subsistence farmers. The State Bank has enhanced the indicative per acre credit limit for major and minor crops, livestock, orchards, fishing and forestry by an average 70 percent, she added.

Govt ensures gender equality, says Tarin

This news updete by www.thearynews.com

ISLAMABAD: Census data is an important tool used in development planning in education, health services, delineating electoral units at the national and local levels, measuring the impact of industrial development.
This was stated by Advisor to the Prime Minister on Finance, Revenues and Economic Affairs Shaukat Tarin while inaugurating the first meeting of the Census Advisory Committee of the 6th Population and Housing Census here. He said that the government has ensured gender equality in all walks of life to allow women to play their role in socio-economic development of the society and to stand shoulder to shoulder with men to bring prosperity in the country. Shaukat Tarin urged the Population Census Organization to provide detailed and credible data on women. In this regard, he said it should be difficult for our women especially in rural areas to answer certain questions to male enumerators related to fertility, mortality, education and economic activity which make it necessary to take this reality into account whilst planning the field enumeration activities. He strongly recommended that deployment of women as field enumeration staff would be imperative to improve quality of women data on all aspects. The Advisor to the Prime Minister on Finance said that the Population and Housing data as it plays an essential role in public administration. "The results of a census are used as a critical reference to ensure equity in distribution of resources, government services and political representation", he remarked. Establishing a public consensus on priorities would be almost impossible to achieve if it were not built on census counts. A wide range of other users including the corporate sector, academia, civil society and individuals make use of census outputs", he added. He urged the Population Census Organization (PCO) to add household income to their agenda as well as this would help us to make necessary interventions as and when necessary. Shaukat Tarin said that there is a great need to manifest the necessity of accurate census information amongst the people living coast to coast from the smallest village to the largest city for national economic development. By this way, he said people can be apprised of characteristics and utility of the census, specially such campaign is essential for rural areas so that they could share their role in the process of national development.

SBP Governor Addresses SCCI Members

This news updete by www.thearynews.com

SUKKUR: Governor, State Bank of Pakistan (SBP), Dr Shamshad Akhtar has said that every step would be taken to meet the credit needs of the productive sectors.

Addressing a delegation of Sukkur Chamber of Commerce and Industry (SCCI) in Sukkur, she said that SBP has strengthen its mechanism for monitoring liquidity requirements and taken appropriate actions to meet multiple demands of financing.

SBP Governor said that she has already advised the bankers not to indulge in deriving interest rates and exchange rate based on mere sentiments and rumours.

“Bankers are also taking necessary measures to arrest the declining growth of deposits,” she said.

Dr Shamshad Akhter said that there were visible signs that inflation in Pakistan was on a steady decline adding that country was now out of the woods as the country had illustrated well its ability to achieve a high growth track record and offer promising prospects to investors, both domestic and international.

She said that microfinance programme was being launched at a massive scale. Only the poor and salaried people were paying tax (regularly) and the country needed to develop a culture of saving and investment, she said.

Dr Shamshad said that after showing strengths and potential over the past few years or so, Pakistan faced a difficult year as its journey on path to high economic growth was disrupted.

The domestic resources mobilisation lagged behind investment requirements and delays in structural reforms in core infrastructure sectors resulted in acute shortages, which together affected overall economic performance, she added.

SBP chief said that despite a moderation in investment of GDP ratio during financial year 2008, saving investment gap widened by 3.2 per cent points due to a sharper decline in savings to GDP ratio.

She pointed out that global commodity price shock hit Pakistan the most, as the country was heavily dependent on oil imports.
The lower than expected performance in real productive sectors was due to high international commodity prices, energy shortages, below target harvest of some key crops, which were hit by water shortages and uncertainty during political transition, she observed.

At the outset of fiscal year 2008‑09, the government and central bank had together developed a macroeconomic stabilisation package, which had helped to have a buy‑in from the international agencies, she said.

Dr. Shamshad Akhter said that the government had now widely acknowledged the inflationary impact of its sizeable borrowings from the central bank that reached undesirable levels close to Rs380 billion during July‑November 17, 2008.

During 2007‑08 periods, the central bank had to revise its monetary policy rate at least three times, she said and added that Pakistan had well illustrated its ability to achieve a high growth track record and offer promising prospects to investors.

Later, talking to mediamen, the SBP Governor said that the discount rate had been increased to tighten the monetary policy and bring down the inflation to 6.5 per cent for 2007‑08.

The higher discount rate will increase the lending rates and the high cost of money will push the cost of production up.

Last year the SBP had set the inflation target at 6.5 per cent but the year ended with the average of 7.8 per cent. High credit flows under the export finance scheme and government borrowings were the major causes, along with volatile food prices, she said.

“Now the commercial banks are being supplied 30 per cent credit to the exporters under the scheme while the rest funding by SBP,” said Dr Akhtar.

To a question, she said the State Bank introduced zero rating of Cash Reserve Requirement (CRR) for all deposits of one‑year and above maturity and 7 per cent CRR for other demand and time liabilities.

BEIJING: China's central bank cut banks' benchmark lending and deposit rates by 1.08 percentage point on Wednesday, the fourth cut since mid-September.

The cost of one-year bank loans will fall to 5.58 percent from 6.66 percent, while the benchmark one-year deposit rate falls to 2.52 percent from 3.60 percent, the People's Bank of China (PBOC) said.

The cut in interest rates takes effect on Thursday, the central bank said on its website. The cut in the lending rate was the biggest since October 1997.

The PBOC said the easing was meant to ensure sufficient liquidity in the banking system to ensure growth.

The central bank also cut interest rates on Oct. 29, Oct. 8 and Sept. 15.

The PBOC is also lowering banks' required reserves. The requirement for big banks will decrease by 1 percentage point, while that for smaller banks will be cut by 2 percentage points, effective Dec. 5.

U.S. Offer Another $800 billion in Bailout Plans

This news updete by geo.tv

WASHINGTON: US authorities launched fresh efforts Tuesday to unfreeze credit and limit the economic downturn with programs to buy up to 800 billion dollars in mortgage- and asset-backed securities.

The initiatives
call for up to 600 billion dollars in Federal Reserve purchases of mortgage securities, and a separate 200 billion dollars for asset-backed securities to help get credit to consumers.

The new efforts come as part of a move to restart consumer credit markets that froze up in October and to get more liquidity and bring down borrowing costs for the housing market, which is at the center of the economic storm.

The US central bank said it would launch purchases of up to 100 billion dollars of obligations of housing-related government-sponsored enterprises including Fannie Mae and Freddie Mac in the next week, and buy another 500 billion dollars in a process started by the end of this year.

Separately, the Fed said it would launch a program to buy up to 200 billion dollars in asset-backed securities backed by student loans, auto loans, credit card loans, and other loans in a further effort to unclog frozen credit markets.

New bailout Programs Aimed At loosening Credit

This news updete by www.thearynews.com

WASHINGTON: Rolling out powerful new weapons against the financial meltdown, the Bush administration and the Federal Reserve pledged $800 billion Tuesday to blast through blockades on credit cards, auto loans, mortgages and other borrowing. Total bailout commitments, loans and pledges of backing neared a staggering $7 trillion.

Treasury Secretary Henry Paulson, who has been criticized for constantly revising the original $700 billion rescue program, said the administration was considering even more changes in its final two months in office.

Reports on the nation's economic health weren't getting any better. The Commerce Department said the overall economy, as measured by the gross domestic product, declined at an annual rate of 0.5 percent in the July-September quarter, even worse than the initial 0.3 percent estimated a month ago as consumer spending fell by the largest amount in 28 years.

In Chicago, meanwhile, President-elect Barack Obama named his budget director and said they both will focus on the nation's soaring budget deficit — but only after economic revival is under way. Paulson stressed that Obama's transition team was being kept informed of the government's moves.

Investors digested it all and sent the Dow Jones industrials 36 points higher, a modest gain but still the first time the average had risen three straight days in more than two months.

Millions of Americans rely on the kinds of loans that were targeted in one of the new programs announced Tuesday.

The Federal Reserve will purchase $200 billion in securities backed by different types of debt including credit card loans, auto loans, student loans and loans to small businesses. That market essentially froze in October. These types of loans as a result have become harder to obtain and have carried higher interest rates

The Fed also announced that it would spend $500 billion to purchase mortgage-backed securities guaranteed by mortgage giants Fannie Mae and Freddie Mac and another $100 billion to directly purchase mortgages held by Fannie, Freddie and the Federal Home Loan Banks.

This would greatly expand an initial modest effort announced back in September in which Treasury spent $26 billion to purchase mortgage-backed securities.

The current credit crisis was triggered by soaring losses on securities backed by subprime loans.

The announcement of the new programs had an immediate positive impact on credit markets Tuesday, sending demand up and rates lower. Analysts predicted the program could send mortgage rates down by as much as one-half to a full percentage point in coming months, helping to spur demand in the beleaguered housing market, which is suffering its worst downturn in decades.

The programs to buy mortgage-related assets and securities backed by consumer debt have the same aim: to boost demand for those assets.

In doing so, the government hopes to lower the costs being charged for consumer loans. That would make loans on everything from mortgages to cars more available.
